To the best of our knowledge, this is the only index to the Louisiana Inspector General's reports.

Louisiana Governor Buddy Roemer created the Office of Inspector General on April 1, 1988, by Executive Order BR 88-10. His successor, Governor Edwin Edwards, recreated it with Executive Order EWE 92-59 and the office has been continued by current Governor Murphy J. "Mike" Foster, Jr.

In his ten-year report (1998), State Inspector General Bill Lynch defined the Office of Inspector General (OIG) as primarily an administrative investigating agency "whose job it is to ferret out and report on waste, mismanagement, abuse, fraud and corruption in the executive branch of state government. Reports are made directly to the governor for subsequent release to the public and the press."

The OIG investigated more than 1800 cases during its first ten years. Of these, the office "sent 315 reports to the Governor with findings and recommendations ... for corrective action." Inspector General Lynch states that most cases are resolved without issuing reports and that many cases are sent to particular agencies against which allegations have been made.

This index lists all cases which have been brought to the governor's and public's attention as of August 6, 2007. It is arranged alphabetically with cross-references. In the main, the index is arranged by department or commission with their various offices included when needed. The type of violation is not necessarily used as an initial subject.

The reports are arranged by the file numbers assigned to them by the OIG. The first two numbers represent the calendar year (e.g., 88-). The group of four numbers is the sequential number of the case file as it was opened, (e.g., 1230-). Last is a single number that represents one of four categories:

  1. investigations
  2. operational audits
  3. management services
  4. for referrals

Therefore, an example of a complete file number is 88-1230-1. When two related reports have identical file numbers, we have distinguished them by including date of issue in brackets, as in 88-1230-1 [1-23-88]. The file numbers appear at the end of each index entry.

All OIG reports have the same call number (JK 4745 .R47) but each report has a unique file number. Therefore, to request a report, please fill out a call slip with the call number and the individual report's file number.
