Scope and Contents of the Materials

The collection consists of correspondence, receipts, a vendor's certificate, a lottery ticket, a broadside, insurance papers, photographs, notes, and architectural sketches. Paul Conrad was finance secretary of the Common Council of New Orleans from 1868 to 1870. He was then an employee of the Louisiana State Lottery Company from 1870 on, becoming president in 1890. Louisiana Governor S. B. Packard commissioned Conrad as Captain in his "Governor's Life Guard." Conrad's careers are reflected in many pieces of correspondence, including letters from Louisiana State Lottery Company president M.A. Dauphin and General Jubal A. Early, who helped supervise the lottery drawings, as well as letters from the Louisiana Guard Artillery and the Washington Artillery.

Biographical Note

Paul Conrad was finance secretary of the Common Council of New Orleans from 1868 to 1870. Louisiana Governor S. B. Packard commissioned Conrad as Captain in his "Governor's Life Guard." Conrad became an employee of the Louisiana State Lottery Company from 1870 on, becoming president in 1890 upon the death of M.A. Dauphin. That same year, the United States Congress banned the interstate transportation of lottery tickets and lottery advertisements, which composed the majority of the company's revenue. As a result, the company remained in Louisiana until its charter ran out and then Conrad moved its operations to Honduras where it was finally shut down in 1907.
