Historical Note: The United States Coast Guard was established in 1790, when the first Congress authorized the construction of ten vessels to enforce tariff and trade laws and to prevent smuggling. Serving under the Navy Department, the Coast Guard now also has the tasks of maintaining the country's aids to maritime navigation, overseeing merchant marine licensing and merchant vessel safety, saving life at sea, and enforcing the nation's maritime laws. The American Waterways Operators is the national trade association representing the owners and operators of tugboats, towboats, and barges serving the waterborne commerce of the United States. Established in 1944, the association members operate throughout the United States on America’s rivers, canals, in its ports and harbors, on the Great Lakes, and on the Atlantic, Pacific and Gulf coasts. The relationship between the United States Coast Guard and the American Waterways Operators is a cooperative effort to improve marine safety and environmental protection.
