Historical Note: William Horace Williams (1882-1957) was born in Texas and was an engineer, contractor, and shipbuilder. He was educated in Ohio and served with the Corps of Engineers, United States in charge of the levee system for New Orleans to the mouth of the Mississippi River. In 1904, he was resident engineer on construction at Southwest Pass jetties, which led to founding the company Doullut and Williams, civil engineers and other successful firms.
