Scope and Contents of the Materials

The collection consists of nineteen signed and unsigned proclamations by the French colonial prefect, Pierre-Clément de Laussat (1756-1835) during the brief reestablishment of French administration in Louisiana. Laussat takes temporary measures to maintain law and order in the colony. The petitions deal primarily with the militia, the municipal authority, and customs.

Biographical Note

Pierre-Clément de Laussat (1756-1835) was the last French governor of Louisiana. He was appointed by Napoleon Bonaparte to be colonial prefect of Louisiana in 1802, and arrived in the colony in 1803, just two weeks before Napoleon made the decision to sell Louisiana to the United States. For several months Laussat ruled as a normal governor, first abolishing the Cabildo and then enforcing the Napoleonic Code in the colony. In December 1803, Laussat transferred the colony to James Wilkinson and William C.C. Claiborne as representatives of the United States. In 1804, he left the colony and became colonial prefect of Martinique.
