Scope and Contents of the Materials

The collection consists of the Report of the Committee on Emancipation (of slavery) to the President and members of the Convention for the Revision and Amendment of the Constitution of Louisiana. Maximilian Ferdinand Bonzano was the chairman of the Committee on Emancipation. The collection also includes two copies of the Minority Report of the Committee on Emancipation submitted by Edmund Abell (one copy has added handwritten commentary).

Biographical Note

The Louisiana Constitutional Convention of 1864 abolished slavery and disposed of Louisiana's old order of rule by planters and merchants, but it did not give African Americans the right to vote. Abraham Lincoln's Emancipation Proclamation of 1863 did not apply to Union-held territory. Therefore, slavery continued in the thirteen Louisiana parishes under Union control. The new constitution, did, however, authorize the state legislature to extend voting rights to black men who fought for the Union, owned property, or were literate. The Committee on Emancipation was chaired by Maximilian Ferdinand Bonzano.
