Historical Note: F. Edward Hébert (1901-1979) was the longest-serving member of the House of Representatives from the state of Louisiana, holding office from 1941-1977. He graduated in 1924 from Tulane University and was the first sports editor of the Tulane Hullabaloo. A member of the Democratic party, Hébert was chairman of the House Committee on Armed Services from 1971-1975 as well as a member of the House Committee on Un-American Activities. He was also actively involved in the expansion of the junior ROTC program.
