Historical Note: Donald M. Halley was chairman of the Louisiana State Advisory Council on Employment Security during the administration of Governor Robert F. Kennon. Halley's correspondence during his time as chairman includes letters from J. Hadley Heard and Richard E. Walker, Administrators at the Louisiana Department of Labor, Division of Employment Security. Letters written during this time illustate the role that the federal government had in employment security legislation.
