Scope and Contents of the Materials

The collection consists of minutes, reports, studies, reference materials, pamphlets, correspondence and other working records of a New Orleans social welfare league. The Council of Social Agencies of New Orleans served as a federated group of diverse area welfare organizations. It neither dealt directly with clients nor regulated member agencies. An umbrella organization, it conducted needs studies and coordinated activities of societies that provided assistance directly to individuals. There are subject files to support the research mission of the organization.

Biographical Note

The Council of Social Agencies of New Orleans was founded in 1921 and prospered through the 1960s. Committees and Divisions specialized in the following topics: health; family and child welfare, legislation, transients, World War II services, housing, character building, group work and recreation, social service exchange, social welfare planning. The Council served as a federated group of diverse area welfare organizations. It neither dealt directly with clients nor regulated member agencies. Instead, it strove to reduce duplication of services and foster long-range planning among area social service providers. In 1924 the Council and other groups founded the Community Chest as a fund-raising organization. By the 1930s the Council had a staff of several professionals and began managing four bureaus: Volunteer Service, Information Service, Social Service Exchange, and the Research Bureau.
