Scope and Contents of the Materials

The collection includes materials related to Cecil Morgan's career as a member of the Louisiana Civil Service Commission. He was also a leader of the legislative force that impeached Governor Huey P. Long in 1929. Materials include correspondence, speeches, resolutions, bills and newspaper clippings concerning Louisiana politics, particularly Long and his impeachment. The materials related to the Civil Service Commission include correspondence, hearings and related reports and publications. Most of the clippings are from Shreveport, Baton Rouge, and New Orleans-based newspapers.

Biographical Note

Cecil Morgan (1898-1999) was born in Nebraska, moving to the Baton Rouge area at the age of 6. He graduated from Louisiana State University Law School in 1919. He was elected a Democrat in the Louisiana House of Representative from 1928-1934. He was a leader of the legislative force that in 1929 impeached Governor Huey P. Long.  He was elected to the state Senate in 1932, but left in 1934 to become a District Judge from 1934-1936. In 1936 Morgan left the bench to become general counsel for Standard Oil. In 1943 he was named a vice president and member of the board of directors. Morgan served on the Civil Service Commission from 1944-1948. From 1963-1968 he was Tulane Law School Dean.
