Historical Note: David R. McGuire began his career working for the New Orleans Item and New Orleans States after graduating from the University of Missouri School of Journalism. In 1935 he became the secretary to Representative Hale Boggs in Washington, D.C. He also worked for the Office of War Information and Andrew Higgins Industries of New Orleans. In 1946, he became Director of Public Relations to Mayor deLesseps S. Morrison and directed the first organization of its kind in an American city. He assisted the mayor in the development of the Home Rule Charter in 1954, which separated the city government's legislative and executive powers and established the post of Chief Administrative Officer to assist the mayor and formulate the city budget. McGuire served the last six years of his life in this position.
